No, you cannot run Facebook ads without a Facebook Page. Every ad built in Meta Ads Manager must be linked to a Page, which serves as the public identity of the ad, and Meta's documentation confirms a Page is required even for Instagram campaigns created in Ads Manager. The one exception is boosting posts from an Instagram professional account inside the Instagram app, which can run without a connected Facebook presence. The rule: no Page, no Facebook ads
A Facebook Page is a hard requirement for advertising on Facebook. When you build an ad in Meta Ads Manager, the creative step asks you to choose a Facebook Page to represent your business, and you cannot publish the ad without one. This applies to every campaign objective, every format, and every placement on Facebook itself. Personal profiles cannot take the Page's place, because ads run under a business identity, not a personal one. The requirement extends to Instagram campaigns built in Ads Manager too. Meta's help documentation states it plainly: "You must have a Facebook Page to run ads on Instagram" (Meta Business Help Centre). If you have no Instagram account at all, Meta lets your Facebook Page act as the voice of your Instagram ads, but the reverse is not true inside Ads Manager, where an Instagram account alone is not enough to publish a campaign. So the practical answer to the question is no for anything that touches Ads Manager, which is where the serious tools live: full objective selection, detailed audiences, A/B testing, and complete reporting.
Why Meta ties every ad to a Page
The Page is the accountability layer of Meta advertising. It is the name and profile picture people see on the ad, the place comments and messages land, and the entity shown in the free Meta Ad Library, where anyone can look up the ads a Page is currently running. Ad policies, restrictions, and enforcement history also attach to Pages and the people who manage them, which is why Meta will not deliver an ad that has no Page behind it. This matters for advertisers as much as for users. When your ad appears in someone's feed, a tap on the brand name goes to your Page. An empty or missing presence at that moment costs you clicks you already paid to earn. The Page requirement is therefore less a bureaucratic hurdle and more the foundation your paid traffic stands on.
What you can do without a Page
There is one genuine Page-free route: boosting from an Instagram professional account. Meta's Instagram Help Center confirms that when you boost for the first time, you can connect an existing Facebook ad account or keep your Facebook and Instagram accounts separate. You convert your profile to a professional (business or creator) account, tap Boost on a post, Reel, or Story, and set a goal, audience, budget, and duration. The trade-offs are real. Boosting from the app gives you simplified controls, and audience and placement options are set automatically, while the full campaign objectives, placement control, and Advantage+ features are only available in Ads Manager. Boosted posts still go through Meta's standard ad review. One cost note worth knowing: Meta warns that an Apple service fee of 30% may apply when you pay for boosts with added funds inside the Instagram iOS app, and recommends boosting from instagram.com in a browser to avoid it. Boosting from Instagram is fine for testing whether paid reach moves the needle at all. It is not a substitute for proper campaigns once you care about conversions, retargeting, or scaling.

Can you run Facebook ads from a personal profile?
No. Ads Manager requires you to select a Facebook Page to represent your business, and a personal profile cannot fill that role. Advertising from a profile would also sit badly with Meta's transparency system, since ads are publicly attributable to Pages in the Meta Ad Library. If your business currently lives on your personal profile, create a Page for it, then run ads from the Page. Keep the personal profile as the admin that manages the Page rather than the face of the ads.
