A 2023 Journal of Cosmetic Science study put five commercial nail polish films through seven test methods plus scanning electron microscopy, three of them carrying a water-permeability claim on the label, and found no convincing evidence of water passing through any of them.

By the second week of Ramadan a Malaysian beauty shopper has already decided what she is wearing on the first morning of Raya, and the makeup decision is the stricter of the two. It has to sit through a full day of guests, hold through the day's wudhu without lifting or patching, leave nothing on a new sleeve, and carry a claim she can check. Halal, wudhu-friendly and long wear are the three hooks that sell Raya makeup. All three are regulated claims, and each one rests on its own kind of evidence: a certificate, a test of what water does to the film, a timed wear test run in the conditions the day actually happens in. The claim you can prove in December decides the ad you get to run in March.

Two festive audiences, back to back, in February 2027

Hari Raya Aidilfitri falls on Wednesday 10 and Thursday 11 March 2027. The month that pays for it opens earlier, with Awal Ramadan 1448 published for Monday 8 February 2027 (PublicHolidays.com.my, 2026). Look at the weekend sitting directly in front of that. Chinese New Year lands on Saturday 6 and Sunday 7 February 2027, so the fasting month opens on the Monday after the second day of the Chinese new year. The two biggest festive audiences in the Malaysian beauty calendar queue up one behind the other this cycle. For a cosmetics brand that sells into both, that is the friendliest version of the calendar in years. One shoot, one round of claim sign-off and one production block can carry a reunion and gifting story through the first week of February and a Raya story out of the second, and the two campaigns never bid against each other in the same fortnight. Islamic dates depend on the official moon sighting and walk about eleven days earlier each year, so 8 February and 10 March are published dates rather than settled ones. Keep a day of slack in the flight plan, and never print a religious date on a landing page as a guarantee. From there the media deadline is easy to place. Have content indexed by late January 2027 and creative live before 8 February, because beauty research in this season begins when the fasting month begins and not in the last week before the holiday. Then put one more deadline in front of that one, because everything this category sells with is a claim somebody can ask you to support. Paragraph 4.8 of the Malaysian Communications and Multimedia Content Code 2022 treats claims of objectively ascertainable fact as claims you already hold substantiation for, ready for scrutiny without delay. Part 8 paragraph 6.1 then gives you five working days from a Complaints Bureau request to submit the documentation, and paragraph 6.3 lets the Bureau find a breach when that passes. Five working days inside a Raya flight is nothing. So December 2026 is when the certificate, the permeability or removability report and the wear test have to exist as documents. If one of them will not be ready by early January, build a Raya ad that does not lean on it.

Wudhu-friendly is a physics claim, and it needs a physics file

The phrase does two different jobs and most copy never says which one it means. In the first sense the product lifts off completely under water and a normal cleanse, so nothing sits between the water and the skin when she makes wudhu. In the second the film stays where it is and water passes through it. Those are two different products, two different tests and two different sentences. The permeable version is much the harder one to hold. A 2023 study in the Journal of Cosmetic Science put five commercial nail polish films through seven test methods plus scanning electron microscopy. Three of the five carried a water-permeability claim on the label. Across the whole battery, the testing produced no convincing evidence of water passing through any of them. The same paper takes apart the improvised versions that circulate online: run the test on a porous substrate and the substrate soaks up solvent, leaving a film of uneven thickness that cannot be measured, so what you have measured is the substrate. Nail lacquer is not foundation, and none of that settles anything about a cushion, a cream or a powder. Two things travel anyway. A label claim and a tested result are separate objects. And a tissue demonstration filmed on a phone belongs in the creative, with a tested file standing behind it. So pick the route before anyone writes a headline. Removability is cheaper to evidence and it is usually the honest claim for colour cosmetics: the product comes off completely with your usual cleanser, and a single unbroken take shows it. Write that sentence and stop there. Permeability needs a file with a method inside it. The product and the batch tested, the technique, the film thickness, who ran it, the date, and the measured result. A pass mark with no method attached tells a reader very little, and it will tell a Complaints Bureau even less inside five working days. Then keep that sentence away from your halal sentence. They are different claims with different evidence, and a buyer reading them side by side will hear one certificate covering both. The vocabulary a Raya buyer scans for is almost absent from the feed

Across 57,955 Malaysian beauty and personal care ads running as at their last check in the AdPlay.ai archive, snapshot 25 August 2026, 1.5% carry certification vocabulary in their body copy: halal, JAKIM, sijil halal. Muslim-market wording such as muslimah or mesra muslimah appears in 0.6%. The religious-compliance words, wuduk and syariah among them, appear in 0.3%. Nationally, across 222,921 running Malaysian ads, 265 write wuduk and 33 write wudhu. Set that against food and beverage, where 6.2% of running ads carry the certification words. In the category where a shopper is standing at a mirror thinking about her prayers, the vocabulary is roughly four times scarcer than in the category where she is thinking about dinner. Read the limits before reading any meaning into that. The probes count words in ad body copy, so a halal logo sitting on the artwork is invisible to them and every figure here is a floor. Verticals are model-assigned, one ad can sit in more than one, and the shares are never added together. Most important of all, the archive records what an ad says and never what an advertiser holds. It contains no certification field, so nothing in it identifies who is certified, and nothing here should be read as saying so about any brand. What the scarcity means for a Raya brief is straightforward. The vocabulary is quiet because it is expensive to hold, and a brand with a current certificate is writing into an unusually empty room in this category. A brand without one gains nothing by borrowing the words. Halal is a certificate. JAKIM issues it, a State Islamic Religious Council issues it, or a foreign body on JAKIM's recognised list does. Without one in hand, the word, the mark and any imagery that implies certification are all closed to you. The penalties sit at the heavy end of Malaysian advertising law. A company faces up to RM5 million for a false halal description under the Trade Descriptions Act 2011 and its two 2011 halal orders (BERNAMA, 2025), and using Islamic imagery to make a Muslim buyer believe an uncertified product is halal carries up to RM1 million or three years' imprisonment (The Star, 2024). Festive creative is where the imagery half of that rule bites, because a Raya frame reaches for a visual vocabulary by default. The test is what the frame leads a reasonable Muslim buyer to conclude about your paperwork. Design the greeting so that it greets.

Test the claim against the day, not against the clock

Raya day has a shape, and twelve hours is the wrong unit for it. An early start in a hot kitchen. Guests from mid-morning. Two or three houses in the afternoon with a car ride between them. A new baju in a colour that shows everything. And threaded through all of it, the face gets washed for prayer. So count washes. Build the protocol around the events the day contains: how many wudhu washes the product stays on the face through, and what the hairline, the jaw and the under-eye look like after each one, because lift shows up there first. What comes off onto a light-coloured sleeve by the end of the afternoon. What the base does after twenty minutes over a hot stove and forty minutes in a car. Photograph each of those moments with the time on it, and note the room you were standing in. Then write the copy from the number the test produced. "Holds through four wudhu washes and a full afternoon of visiting" is a sentence a shopper can check against her own Raya morning, and it is one you can put in front of somebody inside an afternoon. A rounded-up headline number has to survive the same morning with nothing behind it. The wording sets the bar you are agreeing to clear. Transfer-proof means effectively no transfer. If the sleeve picked up a trace, transfer-resistant is the word you own, and on a new baju it is the word she will believe anyway. The demonstration is the ad. Video is the one format where the wash itself can happen on screen: the tap, the water going over the face, the towel, and the same face still in frame afterwards, with the camera never cutting away. Film it on the morning you run the test, in the kitchen you ran it in, because a wash filmed in a studio a week later is a re-enactment and it reads like one. Keep the raw footage, including the take where it lifted. That outtake is the most useful thing in the folder, because it tells you which claim to make next February and which product to fix before then.

Working backwards from 10 March 2027

December 2026 is the evidence month. Name the one claim you can genuinely hold, then put it on paper: the certificate with its expiry date, the removability or permeability report with its method attached, the wear test with its dates and its conditions. Then let that claim choose the hero product. A Raya campaign built on a claim you can prove is cheaper to make and far cheaper to defend than one built on the claim you wish you had. January is shade and stock. A set photographed in December has to be a set you can still ship in March, so every shade in the frame needs enough depth behind it to survive the fortnight before the holiday. Colour families travel unusually well in this season, because sedondon dressing means a household agrees an outfit colour first and the makeup follows it, so a shade story that names the colour it sits beside is doing work a shade name cannot do alone. Whichever way the set is built, each shade needs its own listing and its own stock status. A shopper who watched one shade in a video and lands on a page offering eleven of them will choose none. Late January is when the content has to be indexed, and 8 February is when the questions start arriving. The fasting month is the research window in this category, so the ads running through it are the ones that answer: what it is, what it survives, what it costs. That is where the evidence file earns back what it cost, because every one of those answers is a claim. February is production for March, and the claim you can hold decides how much of it there is. One evidenced wear number yields a demonstration video, a static that prints the number, a carousel that walks through the day it survived, and a creator brief with a line she is allowed to say on camera. An unevidenced adjective yields one ad and an argument with your own legal reviewer. Then keep the file. A permeability report and a dated wear test do not expire when Syawal does. Next December that folder is the difference between a campaign that starts with a shoot and one that starts with a claim already proven, and it is the part of a Raya campaign a competitor cannot copy in a week.

Is wudhu-friendly the same as halal?

No, and treating them as one claim is the most common mistake in this category. Halal is a certification you either hold or do not, granted by JAKIM or a state Islamic religious council, and it lives in your paperwork. Wudhu-friendly describes what physically happens when water meets the film: either the product lifts off under a normal wash, or water passes through what stays on the skin. One is a document and the other is a test result, and holding either says nothing about the other. Keep them in separate sentences in the creative. A buyer reading them side by side will hear a single certificate covering both, and that impression is itself a claim you would be asked to support.

What can I advertise for Raya if I do not hold a halal certificate?

A great deal, provided the word, the official mark and any imagery that implies certification stay out of the creative. Ingredient facts you can evidence are available to you, such as an alcohol-free formulation where your specification actually says so. A removability claim you have tested is available, and it shows well on camera. So is a wear claim, a shade story, a price, a set, a gift. What is closed to you is signalling the certificate visually and letting the buyer draw the conclusion, which is the version of this mistake festive creative walks into most easily. If certification is in progress, wait for the certificate rather than hinting at it, because the hint carries the same exposure as the word.

How should the copy word a removability claim?

Say what happens, in the order it happens. Something close to: comes off completely with your usual cleanser, so nothing is left on the skin before wudhu. That sentence is specific, it can be shown in one unbroken take, and it makes no assertion about water passing through a film that stays on. Avoid dropping mesra wuduk into a frame as a standalone badge with nothing beside it, because the phrase carries both meanings at once and a reader will take the stronger one. If what you tested was removability, describe removability, and let the demonstration carry the rest.

Does anyone approve a Malaysian cosmetic ad before it runs?

No. NPRA's FAQ on cosmetic advertisements confirms there is no prior approval step for a cosmetic advertisement in Malaysia (NPRA, 2025), so no regulator reads your Raya creative before it spends. Notification of the product itself, lodged with NPRA before the product goes on sale, is a separate requirement and it licenses nothing that the advertisement says. Behind the copy sits section 18 of the Trade Descriptions Act 2011, which makes a false or misleading statement in an advertisement an offence and puts the onus of proving the statement true on the person charged. Inside a Ramadan flight that makes your own December sign-off the only gate the creative passes through.

My wear test came back shorter than the number I wanted to advertise. Now what?

Advertise the number you got, and look again at what else the test recorded. A product that held perfectly through three wudhu washes has a strong Raya sentence available to it even if it did not survive a whole day, and that sentence is closer to what the shopper is actually asking than a generic twelve hours. She is going to run her own test on Raya morning, in her own kitchen, and she will tell people what happened. Changing a claim in December costs a meeting. Changing it in March costs the campaign, and possibly the review section underneath it. Keep the file either way, then fix the product before the next cycle.

Can I write "the only wudhu-friendly foundation" or "the longest-lasting Raya makeup"?

Both put you on the hook for something you cannot hold. "The only" is a factual assertion about every competing product on the market, so you would need evidence about all of them, and there are more of them than you can test. "Longest-lasting" is a comparison wearing the clothes of a mood, and it attracts the same demand for proof. Name the tested wear and the conditions, or name the sense in which the product does not block wudhu water. A number a shopper can check is a number she can repeat to a cousin at an open house.
